THREE! One made the decision to jump off but did not follow it up with the action of jumping off.
A decision without action is nothing. I've also heard this stated as "faith without works is dead."
Sometimes it can be far easier to not make decisions, or to remain stagnant, than to expend the energy necessary for us to learn and change our mind-sets and heart-sets.
It is a simple fallacy in the thought process that can keep us unconsciously woven in non-action.
